The Governor's Highway Safety Association which advises states on traffic safety claims education is more effective than legislation in banning cell phones or other distractive electronic devices. GHSA believes that, when on the road, drivers should be advised not to use cell phones, faxes, computers, or other distracting devices except to report a car accident or emergency, and to limit all distractions as much as possible, pulling over to a safe location to eat, use a cell phone, or engage in other distracting behavior.
